Mechanism
Urea works two ways at once and the balance shifts with concentration. As a humectant it binds water into the stratum corneum, which is the effect that dominates below about ten percent. At twenty percent and above it also breaks the hydrogen bonds holding keratin filaments together, dissolving the excess corneocyte layer; that is the keratolytic action, and it is why it thins hyperkeratosis and softens nail plate.
